Procedures -- Which Season?
The Sullivan Committee designed the weather reporting procedures with the seasons in mind -- what might work out well in the Summer may not be necessary in the winter. While we tried to keep the programs similar in terms of training requirements, there are certain activation and reporting differences.

Summer Program

Our Summer program features real-time reporting from the field, on voice channels to the Weather Forecast Office. Summer storms tend to develop, affect an area, and depart the region within several hours, requiring a quick program to track them.

Our Winter program is designed with safety and reliability involving region-wide winter weather. Winter Storms are often long term, all-day events, that do not require real-time reports. Our program minimizes spotter risks by encouraging the field observers to stay home, and off of icy roads.
