In order to move reports through the system, the Committee developed the TLCS system -- Time, Location, Condition, and Source.  Please review the descriptions in this section, as properly understanding them will increase the accuracy and efficiency of the communications.

Clicking on the picture will take you to the procedures that the Sullivan Operators use on the Backbone Net. In order for Relay stations to effectively participate on the Backbone Net, Relays need to know what these procedures are, the order that information should be reported, and what the qualifying criteria allowed on the net.

In order to keep the Voice channels available for severe weather, the Committee developed a Packet reporting system. Working with the Statewide packet network on 145.61 MHz, the packet system at the forecast office is wired to a printer, allowing submitted packet reports to be delivered to the meteorologists during or after the event for data processing. The Committee also developed an email-based system, allowing electronic submissions for those without packet capabilities.
